Technology leadership · Working globally from Florida

Your fractional CTO.
Strategy that ships.

Twenty-five years leading engineering, data, and AI organizations as a CTO and VP of Technology. I work alongside your team to set the strategy, make the hard calls, and ship the work: AI, data platforms, and modernization.

The principal

Randy Staats

I've never stopped building. Over twenty-five years I've grown small teams into global, multi-division technology organizations, stood up product orgs, modernized platforms and codebases, and taken AI from pilot to production, in companies large and small. I'm as comfortable in the boardroom as in an architecture review.

Strategy and delivery usually
live in different rooms.

The most expensive gap in technology sits between the plan and the working system. Good strategies stall in handoffs; good builds drift without direction. And as building gets technically easier every year, the harder question is what to build at all: for which customer, and to what end. This practice exists to hold both ends: the person who helps set the direction stays accountable for shipping it.

What I take on

Four areas of focus.

01

Fractional CTO & Technology Leadership

A senior technology executive in your corner. Roadmaps, architecture decisions, technical due diligence, org design and the right hires, vendor cleanup, and the judgment to know what to build before a line of code is written. When you need to scale, I help stand up global delivery teams across Europe, Central and South America, the Philippines, and India.

02

AI Strategy & Implementation

From "should we?" to working systems in production. An honest read on where AI genuinely pays off in your business, then the build: agents, automation, and retrieval wired into the tools your team already uses.

03

Data & Analytics

Analytics ecosystems, data engineering, and the decision infrastructure underneath them, from years running data organizations at scale, including where they go sideways.

04

Product Engineering & Modernization

The actual build: platforms, modernization, web, and mobile, delivered through EmbarkDev, our custom development and delivery studio. The strategy doesn't stop at a slide deck; it ships.

Proof

Outcomes from real operating roles.

Weeks to days

An AI-assisted development process rebuilt a global media company's CMS and publishing workflow, dropping build and editorial cycles from weeks to days and page loads worldwide from 6-8 seconds to under one.

Small teams to global divisions

More than once: a handful of engineers grown into a globally distributed organization spanning multiple divisions, on a modern data and cloud platform built to run it.

90% fewer ad hoc reports

Self-service analytics that gave a data team its time back for strategic work instead of one-off pulls.

99.99% uptime

An insurance SaaS platform (policy, claims, portals, APIs) run with security and compliance owned at the executive level.

From the last decade. I'll walk you through the specifics on a call.

How engagements work

Shaped to the problem.

Fractional CTO

A standing monthly engagement. Your technology executive, owning the roadmap, the architecture, the team, and the hard calls.

Best for companies that need ongoing senior leadership.

Advisory

Focused engagements with a defined question: technical due diligence, an AI or data strategy, an architecture review, a hiring plan.

Best for a decision you need to get right once.

Strategy + delivery

The leadership and the build in one engagement: I set the roadmap, and EmbarkDev ships it.

Best when you need it decided and built.

The practice carries a small number of engagements at a time.

Who this is for

Where technology decides the outcome.

Founder-led companies

You're growing, and technology decisions are piling up faster than they're getting made. You need senior judgment now, not after a six-month search.

PE-backed & portfolio companies

Due diligence on a target, an interim leader after a transition, a modernization that has to hit a hold-period timeline, or an AI initiative that has to deliver.

Mid-market companies with a tech mess

A legacy platform nobody wants to touch, a stalled AI project, a data team that can't ship an insight. You need someone who has untangled this before.

Questions

Asked before every engagement.

What does a fractional CTO do?

A fractional CTO gives you a senior technology executive on a part-time basis: technology strategy, architecture decisions, team leadership, vendor management, and accountability for what ships. How much you need varies from company to company.

When does a company need a fractional CTO?

Three common triggers: a founder-led company whose technology decisions have outgrown the team, a PE firm that needs diligence on a target or an operating leader inside a portfolio company, and a mid-market company with a platform, data, or AI initiative that has stalled.

What does a fractional CTO cost?

It depends on what you need: a standing monthly arrangement for ongoing leadership, or a focused advisory engagement for a single decision. Book a call and I'll give you a straight answer for your situation.

Do you take interim or embedded roles?

For the right engagement, yes. Some situations call for a deeper seat for a season: an interim CTO through a transition or a sale, or an embedded technology leader through a replatform.

How is this different from hiring a consultant?

Scope, mostly. Advisory engagements usually end at the recommendation, and sometimes that's all you need. This practice can also carry the recommendation through delivery, with the build shipped through EmbarkDev, so one person stays accountable from the decision to the working system.

Do you only work with Florida companies?

No. I'm based in Sarasota, Florida, with current engagements across the US and Europe. Some are fully remote; others include regular time on site, and I travel when the work calls for it.
